The issue you are having is not uncommon and not unique to the Kia Soul or a specific year. You mentioned removing the hooks from the cables but that is not necessary. All you have to do is get the top hooks in place to support the rack. Then pull the bottom cables out enough and pull open the hatch a little, put the hooks in place, then shut the hatch like normal. I have to do this on my car and my wife's SUV. Works every time.

When it comes to the Thule Apex 4 # TH9025XT you will have to take all the bikes off the rack to you use the tilt feature. The only way to keep your bikes loaded and to have full access to your trunk is with the Thule Apex Swing XT # TH9027XT. The bike racks are completely the same, but # TH9027XT has a arm that swings the upright and the arms out to the side of your vehicle.

The issue you are experiencing is likely that the lift struts and motor aren't able to support the extra weight of the bike rack itself on the hatch. You will first need to make sure that the unit is not locked or partially locked. This would only affect the cables on one side of original Raceway 9001 bike rack. If it is not that side then there is likely a part of the mechanism that is broken so that the drum that holds the cable is not disengaged into freewheel mode (which is what happens when you pull the lever).

The tolerances between a bike rack and hitch are not very close and frequently causes rattle in transit. As long as the rack is inserted fully, and a hitch pin with clip installed, you need not to worry about the bike rack coming off.
